Boat Safety Scheme (BSS) Requirements & Standards

Before booking a BSS examination, you must determine which category of requirements applies to your vessel.

Important: Neither BSS Examiners nor the BSS Office can determine your boat’s classification. You must contact your Navigation or Harbour Authority to confirm whether they require compliance with Private, Hire, or Non-Private standards to support your license or mooring registration.

Requirements by Boat Category

Private Boats

For privately-owned, privately-managed boats in private use.

Applicable Standards: Core BSS Examination Checking Procedures (ECP) - Edition 5.0 (2023) [PDF]
Check Types:
- Requirements ('R'): Must be fully complied with to achieve BSS certification.
- Advice Checks ('A'): Highly recommended best-safety practices. Non-compliance will not fail your certification but may impact your insurance or legal occupier’s liability.

Hire Boats

For all hire boat operators and chartered vessels.

Applicable Standards: BSS Hire Boat Requirements (2024) [PDF]
Compliance Rule: All checks are mandatory. There are no optional "Advice" checks. Standards combine Core ECPs (Parts 2–9) with additional hire-specific safety features. Maintenance and safe operation are a joint responsibility between operators and hirers.

Non-Private Boats

For commercial, passenger, business, and non-private vessels.

Compliance Rule: Vessels must fulfill the core safety criteria alongside dedicated structural and safety features (such as specialized handrails, lifebuoys, glass specifications, and hull opening regulations).

Universal Mandatory Requirements

Regardless of your boat's category, certain baseline safety rules apply universally:

Carbon Monoxide (CO) Alarms (Section 6.4): At least one legally compliant CO alarm is mandatory on nearly all private and non-private boats in scope. BSS Certifications will not be issued to vessels without them. Read our CO Alarm Requirements Guide for more information.

Scope and Limitations of a BSS Examination

A BSS Examination is a targeted safety mechanism, not a comprehensive evaluation.

What it checks: Compliance with active BSS safety requirements regarding gas systems, electrical wiring, fuel security, and emergency equipment.
What it DOES NOT check: General mechanical condition, hull/deck structural integrity, through-hull fittings, or the overall stability of the vessel.
Ongoing Responsibility: Owners and operators remain legally responsible for ensuring all onboard appliances are competently installed, maintained, and operated in accordance with manufacturer instructions.
